President Trump’s comprehensive “One Big Beautiful Bill Act” risks a significant breakdown in the Senate, with some Republican senators actively proposing to split it into two separate pieces of legislation. This strategic move highlights deep divisions within the GOP over the bill’s scope and fiscal impact.
The House-approved bill, which combines tax cuts with increased military and border spending and reductions in Medicaid, is moving through the reconciliation process, allowing for a simple majority vote. However, the narrow Republican majority means that proposals like Senator Ron Johnson’s to divide the bill hold considerable weight.
Johnson’s rationale for splitting the bill stems from his concerns about its projected $3.8 trillion increase in the national deficit over ten years. He advocates for a return to pre-pandemic spending levels, believing a more focused approach is necessary to address the nation’s financial challenges.
In addition to the deficit, the controversial Medicaid cuts are also drawing scrutiny. The Byrd Rule introduces another layer of uncertainty, as it could strip out non-budgetary elements such as those pertaining to AI regulations, judicial power, or gun control, potentially sending a significantly altered bill back to the House for re-approval.
